Practices in Real Estate vary from state to state, sometimes even county to county.
That said, it never, ever hurts to ask. Your first offer is a wish list. Ask for what you want, what you think is appropriate, fair, and go from there.
My theory is you get about 80% of what you ask for an 0% of what you don't ask for.
Be prepared to negotiate when the seller responds.
