The home you asked about is bank owned, and for your purposes the mortgage is wiped out. As a buyer, you would not be held responsible for any outstanding liens. As for the former owner, that is another story.
The home in question does need work. The description from the listing broker says the following:

It is currently listed for $209,900, but there is always the possibility of getting it for less. In addition, you could get a mortgage that includes money for any necessary repairs. You can also put the closing costs into the mortgage itself. As long as a lender will approve you for a loan, you only need 3.5% as a down payment to get a government insured mortgage. And you can get up to $8,000 if you qualify as a first time homebuyer!
By the way, there is another home for sale down the street which is listed for $175,900.
