Well, there are several factors involved here.

1: Which offers more space?
2: Which is in better condition?
3: Which is a lower monthly amount?
4: Where on West 28th Street?

Real estate in this city always consists of three things.

Location
Location
Location

This is what leads me to believe that 18th bet 7th and 6th is the better value.
If you are getting over your head financially due to a higher monthly and the need for renovations, perhaps 28th makes more sense. That area used to be known as the "Tenderloin" district years ago and has never been as desirable as prime Chelsea. That all depends on who you are aiming to market to or your personal needs as well.
