I received an interesting answer from FNC (where my current mortgager gets their appraisers):

Thank you for your inquiry and congratulations on your refinance. I believe where the misunderstanding may be in your inquiry below is related to the process for appraiser independence. For retail lending, as it appears was your situation, where you dealt directly with a loan officer of the bank rather than an independent mortgage broker, they must utilize a process that maintains the loan officer’s independence from the appraiser. This is typically accomplished by either using a centralized ordering process by a different group within the bank or a rules-based system to assign an approved appraiser.
