Why is Diamond Heights one of the cheapest San Francisco neighborhoods in terms of real estate prices?

Also, the condos in Diamond Heights Village do not allow washers and dryers to be installed in the units. That can mean, depending on your location in the complex, a long walk down a couple halls and up and down some stairs to a laundry room.
