In our experience, pictures, as long as they are accompanied by a "lightbox" or "thickbox" effect, are the best way to go. We tell this to our clients who ask us about virtual tours. However, video is an interesting idea - Given the accessibility of YouTube, latency issues, as well as bandwidth issues, are pretty much zero. Of course, in today's world of media design, unless you've got a Mac and are pretty good with Final Cut or at the very least iMovie/Garage Band, having custom videos can be expensive.
