I realized I was not clear, so here is some clarification. I saw a picture of the property and wanted to suggest an offer to see if there was room for negotiation, and there was then I would go and actually see it.

I have a question: How do you know your landlord is not paying the rent? Did s/he tell you?
Perhaps you can establish an escrow acc't into which you deposit your rent instead of giving it to the landlord. You might have to petition a landlord/tenant court to do that, not sure.
