A late fee of 5% or less is generally accepted. It would not be considered unconscionable. For the other issue, it depends on what you have written on the lease. Generally, if the tenant refuses to let you show the apartment and the tenant does this against the conditions on the lease, you have to file a law suit to get specific performance (i.e. tenant to allow you to show apt).
