Is Atlanta considered a declining market?

I actually wanted to put the 10% down to avoid PMI and I liked the no closing costs part of their loan - assuming APR was comparable with the other offers I have. I know I can do an FHA with less than that but I'd prefer not to. Thanks. - Mon Oct 6 2008, 21:20

The builder is Centex and the community is in John's Creek - is this haggle free pricing common for that builder? From what I have seen with my Realtor (and what she has told me) this is not common for the area. I will probably move on to another community but would appreciate your thoughts.
