First of all what damage have you done to the property that is beyond normal wear and tear. Probably not much, right. The building falling apart isn't the responsibility of the tenant.
If your owner or manager didn't take pictures either is comes down to "he said / she said" and in our fair city the tenant usually wins. For that reason it really behooves owners and managers to document move-in condition.
Security deposits are the number one cause for small claims court battles between tenants and owners. For properties I manage I always document move-in / move-out with a check list and pictures. It makes the whole process much more amicable and business like.... more

Always check with a real estate attorney regarding the rules and regulations with this topic.
A rental property owner may have to alter or modify a unit if it is a reasonable one. If it would significantly change the structure of a property or is unreasonable due to the size of the expense then it is possible that the property owner may not have to accommodate.

There are many posts for one br apts in central richmond on Craigslist. You can do a CL search of apts / housing at sfbay.craigslist.org with the neighborhood limit of inner richmond / richmond sea cliff.
There are also agents that can help you find an apt for a fee.... more
I respectfully disagree and bed bugs are found in apartments.
As a former member of the San Francisco Apartment Association for over 10 years, I can tell you that apartments in San Francisco have a past and current bed bug problem.
I also recently spoke with Greg at the San Francisco Rent Board (Greg was a previous Staff Member of the SFAA when I was there) and the SF Health Dept. and bed bugs are a problem for residential property owners.
I posted this question because there appears to be a recent increase or spike in Bed Bugs in residential apartments and I wanted the public to chime in.
Nonetheless, I appreciate your viewpoint.

Hi there. Craigslist and this website presumably are excellent resources. I have listed my properties on Craigslist in the past and have had excellent results. I would check often as new postings push down old ones so you need to stay on top of it. Also, you may come across a great posting and really need to be ready to respond since everyone else is looking too. No question, the early bird gets the worm when it comes to finding a great SF apartment. Awhile ago when posting a flat in lower Nob Hill, I received 50 emails in no time and some were from out of staters who were hired in advance and were moving to the area. Tech is driving the demand as many people want to live in the city but are willing to commute to the peninsula to the usual employer suspects (apparently often via company provided van service).
