The answer to your question Jimmie is yes. Simple painting and installation of flooring can be completed by individual condo owners whether they are Canadian or not. The owner should check with the condo HOA regarding the rules pertaining to the hours when the work can be done. I know in condos I have owned, the CC &R's (Covenents, Conditions, Regulation) controlled what time you could start work ( no work before 8am and had to stop work by 6pm). Also, the owner should check with the HOA on the rules on what type of flooring can or cannot be installed. I lived in a multi-level building and the HOA stated I had to install an extra level of padding on the floors before laying down tiles to help mitigate the noise for the condo owner who lived below me.
