Here in Santa Clarita, we have areas that have Mello Roos and some areas that have a special bond tax for schools and firehouses, etc. It depends on the development that you are looking to buy in and whether the developer passed it on to the buyers. Some times the tax isn't too exorbitant, and other times it is downright CRAZY!! Just let your realtor know that you don't want Mello Roos, and they can filter your search appropriately. Also, they should be able to give you a link that you can go to and find out almost exactly what the taxes will be for that home, so you can go into any purchase with your eyes wide open. If you happen to be looking at a 'mobile home' then the answer is yes. Either there is a space rent or HOA dues if you own the land. Property taxes follow all land in the US, so that may be a cinsideration as well. There is a 'lot' to learn about while doing your due-diligence.... more
Just go to your county assessor's office & they should be able to give you the proper form to fill out & submit back to them.
You should also contact a Realtor to provide you with a list of comparable properties (a 'cma' would work best) that have recently sold to substantiate the new value for your home for your assessor.
As a side note, a lot of county assessors are already doing automatic downward adjustments in market value for their county residents; check and see if yours is one of them.
