Do anyone know a real estate attorney that wont charge alot to look at a one page offer to purchase agreement?
If family, friends, neighbors, co-workers, etc., can't give you any recommendations, try your local Chamber of Commerce.

Is a one page offer to purchase agreement real even if its not noterized?
That's definitely a question for a real estate attorney. A one page contract can be valid, it's all going to depend on what's contained in that one page.

We're late 50's thinking of retiring to Chattanooga. Want an urban area, condo, pedestrian friendly, walk to restaurants shops etc. Any?
The Northshore, downtown or the Southside (the area around Market & Main) would be your best bets and will have the most amenities. Let me know if I can help you find something.

has the foreclosure 'freeze' affected the status of 506 crewdson avenue?
Should have no bearing as this was a proposed short sale. If anything, I would think a bank without the ability to foreclose would be more amenable to a short payoff.
