The right time is when the right buyer comes around to your property and likes it. But nobody has that crystal bowl. So we have to consider other points....
When do you want to close on your home, i.e. when do you want to move and find your next home?
Then a local Realtor will be able to encourage you based on the market time of properties in your style and size and price range in your area.....
You are probably right that when the weather is better more people will roam and look around and go househunting, because it is more fun, but serious buyers or those who need to buy for one reason or another, will be looking no matter what season with their Realtors' help.
But I would agree with you, if the outside of your home, i.e. the yard the landscaping the flowers, trees etc. show so much better in better weather in Spring and summer, if you have a beautiful deck and great entrance landscaping etc. then you may be able to enhance the attractiveness of your home to potential buyers when presenting it during better seasons.... But a local Realtor would be able to discuss this in detail with you, when knowing all the circumstances.

Know this...that real estate is largely about supply and demand...and the warmer the weather the larger the supply....get your home "dressed up and ready to show" with input from an experienced agent....make sure it is priced to sell, not to sit....and list it sooner than later...Best of Luck to you !
I'm advising my clients who want to sell in 2009 to begin making low cost/high return repairs to their home now. You want to put your best foot forward when it goes on the market.
If your home is in the first time buyer range, you need to consider most renters will be looking March-June as many leases are up in this time frame. If you are in a higher range, you may need to accomodate being on the market longer due to buyers who have homes to sell. If you have a larger home you may be desirable to relocation buyers with kids who will want to be established well before school starts.

Why wait? Buyers are starting to realize that there are some very good home values out there. Getting your home on the market, priced right, when the buyers are beginning to look might generate a sale for you that you would have missed. It is possible that by spring or summer, that supply of buyers may have dwindled. There is no predicting what this market will do.
If you wait, you may have less competition. With a glut of homes on the market, your home will have to compete with homes that may have more to offer than yours if you list now. I will say that the springtime is when more homes come on the market in a typical year. I will bet that there are a lot of homeowners who are going to wait to put theirs on the market and then...you will not have gained an advantage at all.
I say, put it on the market at a competive price with a high selling company /agent that can give you the most exposure. Make your house shine! It needs to look like the best value in it's price range. I have attached a link to an article that I wrote about selling your home in a tough market.

Will your house stand out compared to what is on the market around you?
