best year for 'newest' technology = efficiency?

is their a specific range of years in north texas that housing builders or the govt. changed the construction requirements. i.e. more efficiency, energy friendly, stronger, longer lasting..... i am looking for an answer like - buy a house built after 1996.

Call your local building department. Cities, counties and states adopt updated building codes and frequent intervals, HOWEVER, every local jurisdiction interprets and adopts new code standards in different ways. Your local officials will be able to tell you exactly when they implemented new codes and standards AND how they are enforcing them – this will in turn tell you the specific year they tightened up the standards to a point at which you will be satisfied. Look for homes built after that date.
