Another way is to look for areas that have lots of new jobs coming into the market., like http://www.bls.gov. that is where the government reports employment stasticts by markets.
look in :Ann Arbor, MI, Appleton, WI, Augusta-Richmond County, GA-SC, Boulder, CO, Burlington, NC, Fort Collins-Loveland, CO, Iowa City, IA, Longview, WA, Rapid City, SD, St. Louis, MO-IL,
there aere many others.
Ok any of the aforementioned areas would work. Asheville and High Point being the smallest of the group. As far as the homes for the price there are plenty of excellent homes for that price range in the Triad area. I just closed with clients on several. As far as the traffic problems it depends on which direction you are going at rush hour.
As for the neighbors throwing dishes so what kind of neighborhood did you want??
Anyway I am sure we could find you something to fit your needs in North Carolina easy enough. I always ask for my clients needs and wants. The needs we will fill 100% the wants will end up being a price factor.

I guess my first question is are you looking to buy a place and then sell it or are you thinking of keeping it and renting it out? Also how large of a city do you need to be near? In North Carolina we have several areas with a good size metropolitan base. I live in the Triad area of Greensboro, Winston Salem, and High Point. There is also the Triangle area of Raleigh/ Durham. Then of course there is Charlotte. The market in the triad is good. The average days on market according to our MLS service is 86 and the average price of the homes is on a steady constant rise. If you are looking at relocating in 18 months are you wanting something like a condominium/townhome or something larger. The price range is no problem in this area. There are alot of options for the prices you are looking at. If you like I have a website I work with that can give you the ability to search our triad MLS service yourself. Everytime you leave me a note the website will automatically notify me and I can respond back with more information on the property to better help you make an informed decision. 1. I would only be interested in selling. I would not be interested in renting it out.
2. The size of the city I would want to be close to. Well, instead of a population number, I guess an easy way to describe what I consider large would be a city where a large number of people commute to that city for work every day. If it's not large enough to have some traffic problems with commuters every afternoon, then it probably isn't large enough. (or it has a highway system I haven't yet encountered)
3. I wouldn't really be interested in a condo. And townhomes don't seem to hold there value as well as a house. Seems like they end up being turned into rentals after the original owners move on and up. So, I think I will stick to houses. Plus, I won't hear the neighbors throwing dishes if I dishes if I am not connected to someone elses living quarters.
