I saw your question and just had to answer! I have a client that just made an offer on a lot almost 2 acres with water and utilities already attached. The asking price was $39,900. Now mind you this is in Atlanta Metro area - but is was such a deal! She had been looking for over a year on her own and couldn't find anything.
The moral to this story is - she finally contacted an agent (moi!) and within a week we were making an offer... She knew what she wanted and I knew how to get it for her...
Contact an agent in your area - give your criteria and make sure you stipulate that you want property that has passed or will conduct a "percolation" test. In the absence of an active well - you want to know that water will flow. Make sure you get the land inspected and surveyed.
Price will be determined by the comparables in your area - but you may find a diamond in the rough that is just waiting for you!
