Now that the lenders are tight, where can a foreign national get a loan from?

Is there a way to get a loan from a lender for a foreign buyer? Or does it have to come from a private lender?
How do you ascertain that they are good?

They are probably best off obtaining financing in their home country. I had a lender who had a client get a loan in Japan to buy a property in LA for 2%.
