We participated in a Trulia webenar yesterday during which we asked the moderator the same question. She agreed it should be operating on a rotating basis and suggested contacting the Trulia technical support department to make a report.
The number is 1-888-565-3652.... This is West Coast time and their hours are M-F, 8-2 PCT

I've already spoken with Tech Support. They seemed to think that was how it was "supposed to be" They entered the report/complaint anyway.
I'm pretty doggone certain it shouldn't be that way ;-)

I'm sorry that I didn't get a chance to follow up with you privately. I've been able to confirm that the featured listings are not rotating through every 15 minutes, though they are still updating each day. Our engineering team is aware of this and they are addressing the issue.

Thank you for your responses. I'm going to see if I can duplicate what you're experiencing when you search for homes in the 07726 zip code and I'll send you an email update with an update about my findings. If the featured listings are not rotating we'll fix that as soon as we can.

Let me clarify. I've tested this NUMEROUS times!
at 8:52 pm I searched for homes in 07726 here's what I got for features on each page
Page 1 - La Valley, Abilene, Gordons Corner
Page 2 - Longbow, Monkton, Monkton
My listing was featured on page 26!
at 9:35 I did the same search and got the identical results. ALL features were in exactly the same order. no rotation. I tracked this listing for listing for the first 10 pages. NO change at all.
These features have been in this same order for days.
When I narrow the criteria, search within a zip code, and narrow by price. the featured homes change from what I mentioned up top. However, if I run the same search criteria tomorrow, the same featured listings will be on each page, same order each and every day at any time. Does not change.
Here's the thing, if my listing was "stuck" on page 1, I'd be ok with this. LOL, but when people are surfing, they very rarely surf to page 26!!
As for the spotlight. I pay for a spotlight ad for 07726. I feel since I pay for the ad, it would be great to have my listings in that zip code get better placement. I'd like consumers to see that JoAnna Siminerio is doing business in Manalapan!

I apologize for not finding and answering your question much sooner. Featured listings do rotate. Though you won't see this happen if you simply refresh the page, we shuffle through our featured listing inventory and rotate the listings shown approximately every 15 minutes. I apologize if you received any inaccurate information from our support team and if you don't believe that the featured listings in your area are being updated every 15 mintues, please let me know.
Also, I'm not sure what you mean when you say that 'agents who pay for spotlights for an area should have their referrals appear before any other featured listings'. Can you clarify that?
