A real estate license. The next designation would be a CPM - Certified Property Manager. You can obtain that through http://www.retrainingcenter.com/Certified_Property_Manager.asp

a California Brokers license would be required to start a property management company and a real estate license would be required to work as an agent for the property manager. A real estate company can also be a property management company but, a licensed agent can not do property management as an individual without working under the supervision of a broker.

The only typical exceptions to license requirements are:
1. The property yo manage is your own.
2. The owner of the property provides, to you, full "power of attorney", enabling you to act on the owners behalf. (Highly unlikely)
3. If you are the acting manager of a homeowners association (Does to provide the ability to rent individual units therefore of no benefit).

If you are managing your own property you do not need a license.
If you are managing someone else's property under a "power of attorney" you do not need a license.
Normally, this is a family situation.

If you are considered the property manager as a part of a home owner's association, you do not need a license.

If you are advertising, listing, renting, and handling the monies for a property outside the above examples you need to be either a licensed agent working under the supervision of a broker, or be a broker.
