Home Owners Association is what HOA stands for and yes, in a townhome community or neighborhood where there is an HOA it is required by Law as the rules and regulations that have been determined by the HOA goes along with the DEED of the property, therefor, they are legally binding.
It is usually established by the Builder and then rules and activities and fees what is included becomes administered and then carried out by an Association, the Home Owner Association.
Some properties don't have an HOA but most townhome or condo neighborhoods do.

HOA is Homeowner's Association...it is present in a development that has an association which produces rules and regulations. It is not required by law however is present in certain developments. If you choose to live in a development with a Homeowner's Association or a Condo Association you must abide by their rules and regulations and they have a monthly fee which includes a variety of things.
