The easy answer is to check your home owners association rules and regulations. Most states require that these be recorded at your county courthouse. Most courthouses are now searchable online. I have heard of visitors being ticketed but not the owner who granted them access. Some larger developments are so big they qualify as towns and have their own law enforcement agencies. When you find the documents and if you still have questions, I would consult a local real estate attorney. But to help you they will more than likely need a copy of your HOA documents.
