You say Cleveland ....

You may want to consider Rocky River, Westlake, Avon, Bay Village or Fairview Park for the safety and the better schools...

Once you identify some zip codes within Cleveland ,just google cleveland school district and see the info statistics available on their website .
also find an experienced and active realtor in Cleveland thru or just google RE in Cleveland and most likely he or she will guide you to find the info you are looking for.

Identify good schools by using the resources on Trulia or other websites. There are many measures of "good" schools--SAT scores, percent of kids who graduate, percent of kids who go on to college, class size, percent of kids taking AP or IB courses. And, noting an element in your question, some parents place a high value on a school being racially and culturally diversified. That's why you're not going to get much feedback on specific "good" schools. Your definition may be quite different from someone else's. But all that information is available online.

As for a "safe" neighborhood, the standard response is to check with the local police department and ask about safety.

After you've done your second-level research, then actually go into the communities. Drive around. Spend some time. Walk the streets. Does one "feel" right? Do some "feel" uncomfortable? Talk to the people you see. Ask them the questions you're asking here. See what they say. That, really, by far is the best way to do it.

Hope that helps.
