There are not too many foreclosures up there, but to find the best bargains you would want to get on an agent's client gateway email list for that zip code or neighborhood and at least you'd get instant emails for new properties that appear before anyone else does. I use a keyword search for foreclosures rather than a simple "label" search since this yields the best results, I also comb around for short sales. The first two steps to take in any buyer transaction:

I lived in "The 59" for several years and now I sell homes there. I would be happy to help you through the process. The neighborhood is family oriented and has seen excellent apreciation in the last 15 years. This neighborhood is not known for having foreclosures, and very rarely there may be one or two. If that is specifically what you want, I would go to a lender and get qualified and approved now so that you are ready to act ASAP when we find the right home. You don't want to find the home and lose it because they received another offer from an approved buyer. The seller typically pays the Realtor's commission and a really good buyer's agent working for you will save you much more than you could have rebated by a new or inexperienced agent who would be willing to provide a rebate.
I would recommend interviewing a few agents and choosing the one you feel will work the best for you.

Congratulations on selecting 78759. It is a great area and has wonderful ameneites for your family. When you mention RRISD, I would suggest RRISD part of Great Hills, Canyon Mesa and other parts of 1N. Foreclosures are up in Central Texas, but are not plentiful in the areas that you have identified.
Working with a realtor that is dedicated to you and your needs is the best way to find a home. It is true that seller's are motivated today, but they are not doing crazy deals as may be happening in other parts of the country.
Right now, there are 7 homes in 78759, RRISD and under 400k. Not a ton, but somethings to consider.
