I think that the best way to get the "feel" of any neighborhood in any city is to talk to the people that live there. Do you have a friend or co-worker that lives nearby? Is there a neighbor walking their dog when you are out looking at homes? Is there any info in the news or on the local paper online? The internet is also a great source of info (as you know) because people converse freely on blogs and neighborhood schools bulletin boards - another great place to get info. If you are moving from out of town then I would suggest interviewing several buyers agents and pick one that you feel has your best interests at heart (we are out there :-) Finally, I get more of a feel of a neighborhood talking directly with the closest neighbors than any "Realtor scoop" I hear...and of course we all have our opinions.
