There are many choices in your price range right now given the current market. Close to the beach, depending upon your definition, may limit you, but there will still be plenty of options, especially if your definition of close to the beach is a mile or two : )

OC Short Sale Arena
As Sandra mentioned, Belmont Shores & Belmont Heights are two locations in Long Beach that offer walking distance to the beach. Working in Long Beach I am very familiar with this area and would love to send you some listings, but as I mentioned before it would be to your benefit to see if your company does offer relocation benefits for their employees.
My opinion of close to the beach might be different from yours (I think of beach close as walkable), but HB would be a fairly close commute to Fountain Valley. So would Belmont Shore or Belmont Heights in Long Beach. Costa Mesa might also be worth looking at. You can still bike to the beach while having easy access to the highways to get to work. All of these areas have a particular "feel" to them, so you need to decide which you are most comfortable with. Will you be making trips out here before September to look around or will you be hotel-bound until you find something?
One way to stretch your price range and get into some of the beach close areas would be to consider a duplex or other Residential Income Property. The conforming loan limits changes might work for you since you are no longer a jumbo loan and fall into the high-end conforming category. This will depend on whether that type of lifestyle is something that works for you. Not everyone wants to be a landlord.

Have you checked with your employer regarding relocation benefits. Many companies offer their employees these benefits to help in the relocation process. They usually have contracted out with real estate companies and try to match you with an agent in the area that you are looking for. These benefits usually come with a nice incentive package. You might want to check this out before looking for an agent on your own.
I work for Coldwell Banker and have assisted many buyers and sellers that have relocated to and from California. Huntington Beach may be an area that you might want to consider, there are SFR in your price range. Without knowing exactly where your work is located in Fountain Valley, you could be just minutes away.
