The seller is responsible for calling for disconnect of utilities.

It is important that both the buyer and seller are involved with the utiity transition. Especially in northern regions where winter temperatures could cause problems if the transfer is not done efficiently.

The sellers should notify the utility company of the date they want services discontinued and the buyer should make arrangements for service to commence on the date of their closing. Parties should take care to be sure everyone is informed of transfer schedule.

If you are the seller, you will need to call and arrange for them to be disconnected before closing. If you are the buyer, you'll need to call or go in person to have the utilities put in your name beginning on the day of closing.
