Can a home owner of 15 years avail of the first time home buyer program?

I've heard that you can technically avail of the first time home buyers program even if you have purchased a home for at least 2 years.

In some areas you maybe able to, in CT once you own a home you cannot.

As previously stated, the criteria used is no ownership during the last 3 years.

In most cases home ownership applies to your recent living arrangement. In Long Beach for example the guidelines say "if you have not lived in your own home for the past three years?".

CALFHA has an exception if you live in specific zip codes, it will waive the first time home buyer guideline. It also provides it if you live in one of those zips, if you sell and rebuy in that zip code, you can be considered a first time buyer.

3 years without having any ownership and then your good to go again as a first time homebuyer.

Not sure what you are asking. I believe you are considered a first time home buyer if you haven't purchased in the past 3 years. You could have purchased then sold and rented and now it has been 3 years and you are ready to purchase again.

Maybe I'm not understanding the question.
