I think they get this fear of being accused of what is called in the industry as steering. Thats when you broker will only show a property located in an area that is predominately of that same group.

No, the ruggles t stop is not safe.
I personally would find a more advantageous T stop to commute through. The MBTA has its very own police force and they would be more than happy to share the safety statistics of the stations in the system with you.
I just took a look for myself and in 2008 Ruggles had 5 Assaults, 10 Larceny reports, and 20 Robberies for a grand total of 35 incidents. Now compare that to Broadway station in South Boston not 2 miles away in 2008 they had 1 Larceny, and 1 Robbery for a total of 2 incidents.
