It's a great time to buy because prices are so good. The foreclosure rate is not because of the city AT ALL, it's because people who should have never bought a house did, and they got talked into adjustable rate mortgages that they were never going to be able to afford!
I was born and raised on the South Shore of Boston and never thought I would find any city as wonderful as Boston. Well, now I live in a suburb outside of Worcester and have to admit that I do all my recreational activities (dining, theatre etc) in Worcester. I have also sold a few homes in Worcester in areas that are every bit as rural as the countryside. "Up and Coming" is a very general term, and it depends on what your needs are. If you are talking about revitalization, it is not only up and coming...it is here! I have a listing behind the College of the Holy Cross that was built in 1920 but has been revitalized to 2008 standards. This same house in a suburb would be $100,000 more. If you are looking to get more bang for your buck, it is definitely a place to consider. Glad to help or answer more questions if needed!
