what are the taxes a retired person who owns a house in wilmington north carolina area might have to pay?

I would have answered this sooner but I just saw it. In New Hanover Co (Wilmington) an elderly person with a limited income can apply for a tax exemption. That will get you a deduction if you fit the criteria. Our property taxes are divided up. If you live in the City limits you pay city and county taxes. If you live outside of the City limits you only pay County taxes. So you pay double taxes if you purchase a home in the city. Make sure you remind your Realtor that you want to be in the county.

Property taxes are the same for everyone. You might want to consult your accountant and they can help you with the specifics of what you would like to do.
