Since you have articulated safety as your #1 priority and access to entertainment as #2, I'd recommend you start there first and see what areas beyond Nipper's Corner offer the lifestyle you want to have.
Your price point allows you to purchase a home or townhome in multiple areas (outside of the Nippers Corner area) including Sylvan Heights, Charlotte Park, Bellevue, Eatons Creek, Madison, Shelby Village, Inglewood, Maxwell Heights, Downtown Area (Spence Enclave), Donelson, Hermitage, Old Hickory, The Nations, Historic Buena Vista and Woodbine/Glenrose.
Also, note that there may be funds available to you through several housing agencies if you meet certain criteria, especially at this price point. The Housing Fund and Affordable Housing Resources have some great programs. They are NOT grants, but can certainly aid you in getting into the home.
If you are first time buyer, you will also see some tax credit through the new housing stimulus. Have fun on the search!

You have many good answers and I will just add that Nippers Corner is a great location for your price range
......and some of those are Villages of Brentwood, Huntington Ridge, Fredricksburg, and Brighton Village
( these are new and very desirable)....just sold one there and they are start ting a $139000 up to $180"s....townhouses are more that the condos, but these are nestled off Edmondson backing up to trees and a creek...Be sure to get representation and ask for concessions from the builder....Rosemonte has geared back up and selling like"hotcakes", but not started yet and a new concept with a contemporary vibe.
If you want to spread your area, check out Lenox Village, Shadow Glen, and Brentwood Trace....The best answer for you is that you must hunt diligently and study those areas for the best fit for you.....and if you need help, I also am available.....firstname.lastname@example.org

A poorly run condo looks run down, or giggy.... Also, a sign of a poorly run condo is the existance of the local "condo nazi". These dear people take it upon themselves as a homeowner, to rule all aspects of your life......they are self proclaimed "King of the Condo". They pretty much dictate to everyone what they will do and how they will do it while in residence....(sounds hilarious...but believe me..its not). Property values will drop slowly but surely as people choose to move on.. A strong condo association wont put up with that. Further, do your due dilligence!! or hire a realtor that knows condos and the pitfalls that exist....
One other tip, always interview your immediate neighbors before signing on the dotted line....Moving in to next door to Atilla the Hun or a boatload of party girls...can really mess with your happiness....
