As far as finding out about the deed to the property, you can get that information by having a title search done or possibly from the sheriff. There have been cases in Phila especially where people buy properties at the auction only to find out someone else has a lien on that property.
Make sure you do a title search beforehand. If these properties are behind on taxes there could also be mortgage liens, mechanic liens etc.. Just because you pay the tax lien you are responsible for the rest of the liens.
