When a listng is placed on the MLS there is an offer of compensation to the buyers agent on the MLS. There are two types of print outs on the MLS....an agent version and a client version. The compensation is noted on the agent version.

When a property is listed, the % of commission offered to a buyers agent is noted in the agent listing report and not the buyers report. So yes, they do know their commission prior to communicating with the sellers agent.
If you're buying property that is through the MLS listed system, the buyers side of the Broker's commission will be listed on the listing form. Check with the realty person you're working with and they will share that information with as a general rule. If you're working with a Buyer's agent, that person will also have that information at their fingertips and should share this information upon request. Hope this help.
