Hi Mike. If you want to know what a property's fair market value was in 2000, you have to hire an appraiser who can prepare a retrospective appraisal. The assessed value of a property is not a good indication for fair market value in CA unless the assessed value is based on a recent sale as properties are reassessed upon the sale of a property and the sale price becomes the assessed value.

Could you go by the assessed value from the city for 2000? If the home wasn't appraised or sold that year that might be as close as you can get. You could also see if a Realtor could find some similar properties that sold in 2000 and see what the avarage sale price was.

Mike, That would depend if it had been appraised in 2000. Is this for a probate or divorce process?
