Some of the areas in the SW are on city water/sewer, some are just getting city water/sewer (and they buyer will assume the assessment) or some areas are still on well and septic. There are a lot of foreclosures on the market right now, and they are priced to sell. They go under contract quickly, sometimes there are even multiple offers. Working with a Realtor will help you navigate these waters.
