What steps do I have to take to add/build a rental unit on my property?

Im currently looking to buy a home for myself and my immediate family. And I would like to be able to add a Manufactured home(s) to the property at a later date. What do I need to look for in a given property and what steps do I need to take to make the additions totaly seperate (Utilities, roads, etc) once that property is purchased. I realize its probably too complicated a question to be fully answered on a web site, but a general summery or point in the right direction would be greatly appriciated.

Check with the county before buying and find out what zoning allows for more than one home or if a second granny unit can be added. Your realtor can then give you properties that match that zoning. Caution...Do the home work yourself and verify with county that the use is allowed before closing on a property. How big do you want the second home to be? Water can be an issue in Monterey, so make sure you investigate that too. In addition to a brokers license I have a manufactured dealers license. Feel free to keep me in the loop and ask any questions. I currently have a second home(manufactured) 1200 sq feet going in the Santa Cruz mountain area for a family and could possibly show you that place at some point.
