I feel that the Reading area is a good location in the southeast area of PA. Just 2 hrs north and you are in NYC, an hour east and you area in Philadelphia, 2 hrs south and you are in Baltimore Harbor, 2 hrs east and you are in Atlantic City, NJ, and one hour west you are in the state capital - Harrisburg. The value of real estate is fairly stable and will appreciate in time moving forward. The Reading area has a lot to offer in areas of value, affordability, art, entertainment, education, climate, shopping, restaurants, convenient location, etc. Property values will vary due to its characteristics, demographics, condition of property, etc. I hope this info helps.
I welcome you to contact me to discuss your property search and price range you can afford.

Depends on what area you are referring to as Reading. The Reading mailing covers a large area, and not just the City of Reading.
Even within the City of Reading the values change depending on what section you are in. There are attractions in different parts of Reading, you have the Sovereign Center, The Goggle Works, IMax Theater, ect.
The best way to get the values for the areas and homes you are looking at would either be a CMA or an Appraisal.
If you would like to discuss values of a certain area or home feel free to email or call me. You can also get great information on my website. http://www.mabel.readingrealestatesearch.com/

2) What are the property taxes? You can get this answer from the County Records...maybe online.
