Especially since you do not live in the area, it would be a good idea to find a Buyer agent to assist and represent you. Foreclosure is a process, not a point. For properties which are still in the foreclosure process, the tax records can be searched to identify the current owner. Tax records are frequently available on line, and a good buyer agent knows how to search them. Registered liens are public records as well. Once foreclosure is complete, the foreclosing entity (typically, an bank) owns the property. Most banks list foreclosed homes with realtors, (listing agents) and want you to work through them. Since the listing agent represents the bank, it is gin in your best interest to have a buyer agent represent you.
