When you mean fast... is he in financial trouble; is he in jeopardy of facing foreclosure? Wheterh this is true or not - your question has a sense of urgency. Slow down and look at the big picture. I would contact your local real estate agents:

They've been in business for some time and know your area - they may even have some buyers just waiting for some good investment property to come open.

Your brother should talk with the agent that has produced the most recent sales in the neighborhood that these homes are located in. If you are not aware of whom these agents are, then ask the neighbors that have just moved in. All of the information needed to market a property in the neighborhood will already be readily available to him/her. These agents will also have contact lists of buyers who have already expressed interest in the neighborhood. This will include anyone who called on a sign, attended an open house or had a scheduled showing on the other homes in the neighborhood. This will be a major time saver for your brother if this is something he needs to do quickly, additionally; you already know that the agent is up for the challenge, as they have already displayed their skills and knowledge by selling the other homes.
