They may help you find the details on this or you can contact the county assessors office and they will have tax data and owner's name. You'll just need to let them know the address. The red truck and window peeping sounds like a company that was hired to secure the home for a lender or it could be going to the courthouse for an auction and this could have been an aggressive bidder wanting more info and a look before they bid it up.
I have a system that allows me to look up all foreclosures and addresses for any pending actions whatsoever.
