Is it worth to get a house inspected without de-winterization when the house is being sold as is?

The house is bank owned and the bank would not pay for the de-winterization and re-winterization. The house is less than 10 years old. Electricity is currently on . Thanks.

I also agree with all the answers, The water is a huge part of the inspection and can lead to 10's of thousands of damage if pipes break. However, if you have the home pressure tested some inspectors include this with the price of the inspection. In most case's the Bank will charge $100-$200 for De-winterizing the home. I have had several deals that this became an issue on. Because if they turn the water on for the inspection, that is one charge. Then if you need it on for the Appraisal that is a second charge. Sometime, not often, they charge you this fee again when you do the final walk through before closing. So I always check with the listing agent for my clients to find out what we are looking at for the charges so my clients are well informed and can make that choice on there own. You should absolutely have this home inspected, even if is is being sold "AS IS." An inspection should identify both minor and major conserns. In this situation it might be beneficial to be aware of a decision changing property defect.

Spending a couple of hundred dollars could end up saving you thousands.........

Also be sure that you or your agent is at the home while the water is on, you could be held liable for water damage from a leak, I have known of this happening and it falls back on the buyer or buyers agent and not on the individual that turns it on nor the inspector.

I have to chime in again. Mark is right, a lot of times the water needs to be on and working for the Appraisal and often there should be Hot water for the Appraisal as well with all fixtures working. This is a must with FHA and or VA loans.

Yes, depending on where you are at in the contract (number of days) if you find major defects you can cancel and have any earnest monies returned to you. If you wait and find problems later you own them

One more thing All Buyers should do an Inspection like Bill said

I myself would not do the Inspection without the Water turned on. Yes, they can do a pressure test with Air. If there is a leak it is very hard to find and you have no Idea how bad it is or how many leaks or where the leaks are. All you know is it does not hold. If the Heat was not on before you got there and the pipes froze you may have some problems.
It is Important for Buyers to Inspect and check out everything on a Home before the purchase and knowing it has is no leaks in the plumbing is Important. To fix the Leaks sometimes it take lots of other work like Drywall repair and more.
Like the first answer said if there is a Major problem the Bank may fix it even if the home is "as is" But then again they may not. You should seek the advice of the Agent that is working for you.

A lot of our Buyer's just have the Inspector do an air pressure test. Ask your Inspector before you meet at the house, how this works and if you should do it. Even though the house is being Sold As-Is, you would be surprised at how many things the banks will fix. We've had them replace furnaces, repair plumbing, roofs, water heaters and we even have one right now painting the exterior of the house. They're painting the exterior because the VA appraiser won't allow them to buy the house with the exterior in it's current condition. A lot of homes are listed saying they won't accept VA or FHA loans, we currently have two of those under contract, one using VA, one using FHA. It all depends on what it is that needs to be done to the house and how desperate the bank is to unload the house. I hope your Inspection goes well, enjoy your new home.
