can agents charge from house owner & tenant?

You can negotiate anything, but it's not very common. Many times my wife and I do the rentals as a service to our cliients, but we never charge the tenants.

Think of the the big picture and your future business, tenants become buyers and landlords become sellers.

The answer for San Francisco is no. Agents's fees are negotiable with Sellers/Owners. Agents cannot charge tenants, an owner must do that. If an Agent wants to charge a fee for renting out a unit, the Seller should have built that fee into whatever is negotiated with the Agent. An Agent cannot charge a tenant (because it is not his/her tenant) for work done for the Seller/Owner. An Agent could charge a tenant if he/she specifically does something just for the tenant (and I would suggest at an agreed on price in advance.)

Agent fees are negotiable and typically follow local custom. In San Francisco very few agents work the rental market because lnadlords are not accustomed to paying for the procuremnt of tenants. Some landlords only list with agents but most list with Craigslist and screen thier own tenants.
