This appears to be a question that should be asked of the local municipalities' Assessor and/or Code Enforcement Officer (for condition, at least as of the last time the Officer walked through.) Also Deeds are filed at County Office Buildings which can tell you who the owner is and when they bought it. Although there are some online companies (data search programs) which may provide you the answers, they tend to charge extremely hefty fees to "join" and to find one owner of one property, it is not worth the financial investment.
Pre-internet, people would look at the house number and SNAIL MAIL A LETTER. Sometimes the mailbox includes a last name.
