Yes you can! In Alexandria City there are currently 5 active listings of townhomes/duplexes, while if you expand your search to the portion of Fairfax County with an Alexandria postal address there are an additional 70+ homes. One thing to keep in mind is that many of these are either bank owned (REO) or a short sale situation, so that many are offered in "As-Is" condition.

You can get one, but it might take some time to find one you like, in the condition you want, or in the location that you like. First, find out how much you are qualified for, if you haven't done that already. Be sure to inc. your monthly fee for taxes, insurance, and condo fees, if any. I also tell buyers to budget at least $50 a month (if not more) for the repairs and maintenance and general upkeep budget needed on a townhome versus a condo. Remember, with TH's you have yards, fences, gutters, roofs, windows, brick PLUS all of the things inside. On condos, you don't have to worry about things like that. Sure you have a condo fee, but just one major repair on a TH will equal a years worth of condo fees (in some cases). Plus many condo fees include utilities, 24 hour front desk, pool, gym, etc. So you get ammenities that you wouldn't get in a TH. Also parking in many cases, underground, which is worth in some areas as much as $25k.

Remember, buy the BEST thing you can in the BEST area - even if it's on the low end - since location, location, location is still the #1 thing to think about when buying - with other things second.
Find a good Realtor to start working with to help you reach your goals while interest rates are still low.

Yes you can, but it depends on exactly what type of townhome you are looking for. Most townhomes in Alexandria for $250,000 do not include luxury townhomes. Most were built before 1990 with some exceptions of course. Many of these are off route 1 and/or near Fort Belvoir. There are also some in the 22315 zip code. But you can definitely find something under $250,000.

If you would like a little more buying power, and you are a first time homebuyer, I am currently partnered with a lender who can offer a 10K grant for first time home buyers. The program is subject to income limitations, you must put at least $2000 of your own funds towards the down payment and/or closing costs, and must have a credit score of at least 580.
