It is a Use and Occupancy. Municipalities issue them to allow a property owner to use the property as the prescribed use (for lack of a better work) and you can occupy the property.

Think of a new home that is being built. Once it is finished and inspected by the town, the inspector sees that the the property was built correctly and can be occupied as say a single family house.

The previous answer hit it on the head, think of it as the same think as a occupance permit. check with your town hall for more details.
