I bought a bank owned single family home on Emerald Island this complex is only 10 mins from Mystic Dunes,plus they offer residents and visitors discount and a free shuttle bus to the club plus a well run HAO.
Personally out of all the communities I visited this one suited me best, obviously it all adds to personal choice.

The time share market is definitly a whole other world as compared to someone renting your Disney Villa.
There are many resort communities within the Kissimmee area that are within 15 minutes to Disney's maingate. Each one has it's different amenities and homeowners association dues.

I'd echo the comments of others who have answered on here: proximity to Mystic Dunes is not a problem. There are many communities (or developments or estates, in English!) close by - Windsor Hills is certainly one but there are many others to look at before coming to a final conclusion, depending on your budget and preferences.
As far as the HOA part of your question is concerned, there is a separate one for each community, not for the whole area, and each one can have a big impact on the look and feel of the estate it is responsible for. Well-managed ones can maintain and even enhance property values, while poorly managed ones can be a nightmare. So Iâ€™d recommend that you focus on how well an individual HOA does its job rather than worrying about Mystic Dunes or whatever, because that is more likely to impact on how much you enjoy your property and how your property value fares.
Overall, if you haven't made an inspection visit yet, please keep an open mind until youâ€™re here and actually looking at property, because in the end thatâ€™s the only way you can be sure youâ€™re getting the home you want.

As I wrote in reply to your other post regarding the Mystic Dunes area, Windsor Hills would be recommendable. It is the only opportunity for single family homes that close to Disney and along Old Lake Wilson Road. The communities boarder one another with Windsor Hills being further North and closer to Disney.
There is an HOA in Windsor Hills which is approximately $350 per month and includes among other things the extensive community amenities, 24 hour guard gated access, lawn care, porter trash removal, and basic cable television.
Personally, I do not think proximity to Mystic Dunes is an issue if it is rental that you are worried about. Like you in your purchasing preferences, many guest prefer the single family homes with private villas over smaller time-shares or condos. If anything, I find Mystic Dunes a benefit giving guests at Windsor Hills a nearby opportunity for golf.
