something on property for a length of time even though it is prohibited in the By-Laws, is the Association empowered to have it removed? Or, since it's been allowed this long, can the property owner keep it? The item is able to be moved.

The association is, and has been, empowered to have "it" removed.
Does the property owner own "it"? If yes, they can keep "it" although maybe not where "it" is.
An easement is an entirely different animal altogether having to do with right of way.
If you are the owner of the condo and the "it", I suggest you speak with the Condo Association.
If the conversation is not to your liking, you can always consult an attorney.
