McKinney as a whole is a very family friendly area (as is Frisco, and other surrounding towns). The Downtown McKinney area has had alot of updates in the recent past and the area may suit you & your families needs. While Realtors aren't able to provide our personal opinion on the safety of any given neighborhood, we can certainly point you in the direction of finding specific information for yourself.
if you are concerned about crime in a particular part of town, you can contact the McKinney police department and they can give you crime statistics. They can be reached at 972-547-2700 or on-line at http://www.McKinneyPolice.org.
if you are concerned about the schools in particular neighborhood, you can see each campuses test scores, ethnic breakdown, poverty level breakdown, etc in the Texas Education Agency school reports. Another good tip for deciding if a neighborhood is right for you is to visit the area personally, go to the grocery store or library in that area and the people you see will be the neighbhors in that immediate area.

As a Realtor and Mckinney resident I understand your concerns about the schools in the area. In the Historic District the schools aren't the best. But, it is a very charming neighborhood that lots of people love it. It has a lot of restaurants and shops that remember Paris, France.
The best elementary school in Mckinney is the Valley Creek (This is the best school I could imagine for my kids. With so many stay home moms, the number of volunteer hours each month is unbelievable. This means more time for the teachers to focus on the kids. It also means most families are very involved and it feels like a big family. Teachers are warm, more loving, and truly care about the kids. It's the best! ).

When in McKiney check out Stonebridge Ranch. It is a neighborhood with several subdivisions. It is beautifully landscaped and has wonderful family amenities. The schools are rated highly and there are two different districts within Stonebridge Ranch, McKiney ISD & Frisco ISD (both in McKinney) Frisco has a much lower tax rate. You can check out schools on http://www.greatschools.net. I am a resident ad can speak more freely, Stonebridge Ranch is a very safe, friendly place to raise a family. Cascades Park has some wonderful opportunities with resales and it is in Frisco ISD. Good luck!
