I'd receommend speaking to a local (Ann Arbor) lender to find out for how much and for what programs you are approvable for. Like some folks have already alluded to, there are a lot of changes going on in the mortgage industry right now, and if you haven't gotten a mortgage in the last 3 months then you might not know what to expect.
From there you'll need to find a good agent to work together with your lender to find you the right home and negotiate the perfect offer. There are a number of knowledgable realtors on this forum who are ready willing and able to help you out and who are professionals in the Ann Arbor area.

As for you questions;
I would suggest getting finding an agent first, but now that you have found me we should start to narrow down your needs/wants. I also know several great lenders and I carry their phone numbers with me everywhere. I believe that rates for a 30 yr fixed loan are still under 6.25% but I would like to share the numbers of the lenders so you could check for yourself. Before we start out to see houses i would like for you to speak with a lender or at least sit with me to figure where your comfort range is so we do not inadvertently show you houses that you will not be able to get. A good rule of thumb is 30% of your gross is what you can afford.
